| The US Graduate School Consortium is a group of universities working with American Councils to identify prospective students from Eurasia and Southeast Europe, who are qualified to study at the Master's or PhD level in the US. The investment of the US government in graduate training for young professionals from Eastern Europe and Eurasia during the 1990s has had a major impact on the development of democratic institutions and civil society in the region. In an effort to extend the effects of this investment and to offer similar opportunities to the present generation of graduate students, American Councils has developed the US Graduate School Consortium. The program was created in close consultation with American Councils' overseas staff, international education advisors, US university partners, government representatives, and prospective participants. The program responds to the particular requirements of the post-9/11 US funding environment for exchanges, as well as the increasing need of American universities to compete with counterparts in many other nations for the most qualified foreign student applicants.
